
Director, Large Scale Partnerships (SES2)

Homes Victoria is responsible for the delivery of social and affordable housing. The program includes responsibility for the development of asset strategies as well as the planning, development and delivery of new build and redevelopment infrastructure projects across the State.
Reporting to the Chief Development Officer, the Director, Large Scale Partnerships will be a focused and driven professional who is passionate about contributing to the delivery of public infrastructure, working within a high-performing project team and driving exceptional outcomes.
The Director must have extensive experience in social infrastructure/affordable housing from procurement and planning, through to design development, delivery and services, working effectively within a complex multi-disciplinary environment, communicating with a broad bandwidth of stakeholders and delivering high-quality public infrastructure, within budget and on time. The incumbent will oversee the performance of consortium partners, mandated to deliver key programs that include the Public Housing Renewal Program (PHRP) and Ground Lease Model, PPP. The position will be responsible for the liaison between the Contractor and the operations of teams to ensure the project area is able to continue to function throughout the construction period.
The role will require well-polished communication and stakeholder interface skills in proactively managing both internal and external relationships to achieve desired project objectives. The executive will mentor and guide internal teams and be the recognised authority for holistic functions across the portfolio to include planning, design, delivery & operations, on behalf of government. Through the provision of effective project reporting systems, the Director will guide programs to success and provide advice to the Chief Development Officer on key project issues.
Key experience & qualifications include:
- Demonstrable leadership skills and experience in all lifecycle phases of PPP and Property Development projects including planning, procurement, delivery/construction management and commissioning for complex infrastructure projects.
- Proven senior project management experience and deep commercial expertise, developed within large, construction, engineering, or major government infrastructure projects, ideally with extensive experience in property procurement models, transactions and contract administration.
- Comprehensive understanding and proven track record of success in Public-Private-Partnerships, with a through line-of-sight into the critical requirements of asset operating phases.
- Deep understanding of project systems and procedures in order to manage documentation, stakeholder communication, community engagement and project interfaces.
- Experience in overseeing project safety, quality and compliance regimes in alignment with State and building industry standards and codes of practice.
- High-level influencing, communication, dispute and negotiating skills, as well as the ability to make informed judgements and articulate complex issues at senior levels, within the public and private sectors.
- Relevant qualifications in Project Management, Finance, Engineering, Architecture, Building, and/or Construction Management discipline.
